He was Prime Minister of Jammu and Kashmir during 1945-7.
He was also a pioneering archaeologist who excavated the leading places of antiquities in Kashmir and wrote the ultimate text on them.
He wrote books on Kashmir Archaeology like “Ancient Monuments of Kashmir”, “Handbook of the Archeological & Numismatic in Kashmir” and "Memoirs of the archaeological survey of Kashmir".
